Richard G. Newell is a Senior Fellow at Resources for the Future (RFF), a nonprofit independent research organization located in Washington , DC that conducts research on environmental and natural resource issues. He has been at RFF since 1997. Dr. Newell's research and outreach efforts focus on the economic analysis of incentive-based policy and technological change. His research applications encompass a range of environmental and natural resource issues, including climate change, energy technology, energy efficiency, and fisheries; his methodological approaches include econometric analysis, modeling, simulation, and cost-benefit analysis. He has served as an independent expert reviewer and advisor for many governmental, non-governmental, international, and private institutions including the U.S. Environmental Protection Agency, the U.S. Department of Energy, the U.S. Energy Information Administration, the U.S. National Science Foundation, the Intergovernmental Panel on Climate Change, the National Commission on Energy Policy, and others. He has published in major economics journals, including the Quarterly Journal of Economics , the Journal of Environmental Economics and Management , and the Journal of Industrial Economics , and has contributed articles for widely disseminated publications such as “Technological Change and the Environment” for the Handbook of Environmental Economics and “Economics of Energy Efficiency” for the Encyclopedia of Energy . He is an Associate Editor for the journal Energy Economics . Newell received his Ph.D. in public policy from Harvard University , where he specialized in environmental and natural resource economics. He also holds a master in public policy and urban and regional planning from Princeton 's Woodrow Wilson School of Public and International Affairs, and undergraduate degrees in engineering and philosophy.
